This construction is used to contrast one action with an alternative action that was possible or expected. It is reusable in narrative and neutral written style. The phrase is followed by an infinitive and usually introduces a clear contrast: instead of doing A, someone does B. Example: "Вместо того чтобы отвлечься на телефон, она решила предложить ему свое свободное сиденье."
